    SAARC ensures that there is no collaboration

    Foreign Secretary Shyam Saran was talking at a lecture on "India and its neighbourhood" organized jointly by the Institute for Defence Studies and Analysis and the India International Centre at New Delhi. He commented on the lack of consensus in SAARC, a deep resistance to anything co-operative, India's unwillingness to impose democracy in the region and true free trade as part of the SAFTA.

    Shyam Saran, it must be remembered, was India's ambassador to Nepal not too long ago. So his comments on imposing democracy seem strange in the light of what happened a few days ago there.
