Military v/s bureaucracy
In part two of his diary chronicling his visit to the Andaman and Nicobar islands, Amitav Ghosh finds out, to no-one's surprise, that the military is far more efficient at ensuring proper relief work happens compared to the babus. When you lose your identity, there is little you can hope for from the bureaucrats.
