Reading too much into China's 'support' for entry into the UN Security Council

I fear that the Indian media and the government are reading far too much into the Chinese Prime Minister Wen Jiabao's statement that China fully understood and supported India's aspiration to play an even bigger role in international affairs and in the UN.

This does not, in my opinion at least, amount to an unequivocal support of India becoming a candidate for a UN Security Council seat under Kofi Annan's new formula proposed last month. For one, there's the small concern of China's ambassador to the UN making it very clear that the proposed reform plan was not acceptable because of a deadline limitation as well as the need for consensus from all. Yes, try getting a majority vote from all 190 odd members of the UN General Assembly. China has its own concerns on Japan getting a seat, with US support. The US is still not entirely supportive of Kofi Annan's plans.

Under all these circumstances, I cannot see any hope of Security Council reform happening within the next two years or so. As Nitin points out, there're just too many parties involved, with varying issues at stake.
