    It is almost certain that the proposed bus service between Srinagar and Muzaffarabad is a non-starter, at least for now. The central issue remains on what travel documents passengers need to carry on the bus. India climbed down one step from its 'maximalist' position, to use the good General's words, by offering to accept entry permits which would be issued by the High Commissions in addition to passports as travel documents. Pakistan stuck to its stand, insisting on no passports and using UN documents.

    Why cant Pakistan also climb down from its maximalist position, to use the good General's words again, like India has? It is simply because, as Nitin rightly puts it, Pakistan perceives CBMs differently from India and has a totally different goal.
