    When the government says that it will 'actively consider' the Left parties' demands on the PF rate, FDI cap in telecom and airports among other attempts at bullying, what they effectively mean is what Bernard Woolley tells Jim Hacker shortly after he becomes a minister.

    Bernard Woolley : It just says "The Minister has asked me to thank you for your letter and we say something like The matter is under consideration", or even if we feel so inclined "under active consideration."
    James Hacker : What's the difference?
    Bernard Woolley : Well, 'under consideration' means we've lost the file, 'under active consideration' means we're trying to find it.

    My previous references to the Yes Minister/Yes Prime Minister series were in the context of Bush praising Musharraf as being courageous and TPLACs in the NAM.
