With the J & K police announcing that they have busted a Lashkar-e-Toiba network which planned to attack the Bombay Stock Exchange, it seems like the security establishment has made significant progress in the war against the terrorists in the last year or so. However they need to ensure that no aspersions are cast on whether the killings were fake encounters. I'm not saying all killings in J & K [or indeed in any other sensitive area] are fake, but the past history certainly doesn't convince me that there're no fake encounters.
